Your telegram No. 177.

Military Attaché has discussed question unofficially with Director of Military Intelligence who considers that, although internment may not be required under international law and release of so small a number would make no difference to Japan,

release at present would in fact cause outcry here and would be taken as another sign of unfriendly action by His Majesty's

Government.

I agree with this view and feel that release now would be

most undesirable.

Question however could be reconsidered in

the event of substantial [grp.undec.] in Anglo-Japanese relations,

e.g. following solution of Tientsin question.

Repeated to Shanghai telegram No. 145 and Hongkong telegram
